Excellent arguments — and rather surprising facts, given that if any country should be thriving, it ought to be Australia.

A very thought-provoking initiative. I suspect that one tool worth considering, though not mentioned in the article, is making fuller use of local resources. You write that the community could design "a truly universal basic income" — that's a fascinating starting point. It raises a question: would the community also be open to a local currency? Not Bitcoin or a decentralised cryptocurrency, but a digital, programmable one.

The root cause of regional decline is the outflow of money. A local, largely non-convertible currency would keep money circulating within the region — and that's the foundation of prosperity. A network of internet marketplaces could then enable fair trade between regions, with brakes against large trade deficits, which is what justifies the partial non-convertibility. Few people can picture this working, I admit.

The currency would be distributed via a UBI, paired with inflation brakes — which would also remove the need for endless negotiation over how much of the government's budget should go to UBI.
